If that offer was on the table do you think he'd be going through waivers?
Players go through waivers all the time then end up getting traded. Waivers really is a formality. I think Ottawa does end up trading him at 50% retained.

To who?
He’s not a good goalie. Why would anyone pay $6M+ or $3M+ for a bad goalie? Ottawa would need to pay assets to unload him.

This was a horrid contract the day it got signed.
Not just does he have a cap hit of $6.25 million for two more seasons after this one, but he has base salaries higher than that ($7 million and $8 million). That means that even if a team was willing to take the cap hit to reach the floor while rebuilding, they would be paying a lot of real money to do so. I doubt there are too many owner that would want to do that when there are cheaper options out there.

Matt Murray? "The only goaltender to win 2 cups as a rookie" Matt Murray? The goaltending phenom who forced Pittsburgh management to leave Fluery unprotected?

At the time, it was the right decision. You can't teach a positionally sound goalie to have reflexes like Matt Murray, but usually you can teach a goalie with great reflexes to be positionally sound. The Penguins had no way of knowing that this would be one of the glaring exceptions.

It really is insane how far he fell in such a short time. Fleury's still winning wherever he goes (adjusted for quality of the team of course). Pretty crazy to see how these decisions unfold over time. I don't think anyone thought Pittsburgh made the wrong choice at that moment.

Here's a "highlight" video from when he was producing wins in Pittsburgh:
To be fair, a lot of them are great saves as would be expected on a highlight video, but a lot of them also display his poor economy of movement and positioning. He often had to make breathtaking saves when he shouldn't have.
I think the book was out on him pretty quickly. He relies heavily on reflexes and athleticism, but if you can get him moving around, he almost always loses the net. He also flops more than most goalies and leaves the top of the net exposed.
Miikka Kiprusoff actually played a similar style, but his reflexes and athleticism were unmatched at the time, and he didn't lose the net nearly as often. But once age caught up to him and his reflexes slowed just a bit, it was a pretty fast decline. Injuries could be a factor with Murray causing the decline sooner, but the style as a whole tends not to be sustainable.
Edit: Crap, the music in that video is terrible. Mute it if you can.

On the desperate hope that someone takes the whole thing.
Buyout won't be that bad from a cap perspective, but it would still be $10M real money for nothing, and 2.5M hits in years 3-4 from now, when they will at least hope to be competetive
His tracking seems brutal. One thing I noticed back in Pit(and you can see it a couple times in those videos), it's almost like he closes his eyes when he saves a heavy shot. He seems completely lose the rebound. Then you've basically got a shooter tutor for a few seconds until he can find it again.
