I was hoping that it would be 1st rounds only.
We can put conditions, if we own picks that can be traded though, correct? For instance 2nd round of team’s choice, if the team trading the pick already has a 2nd rounder or two?

wow. Talk about going from one extreme to the other. This seems overly restrictive and I am disappointed to see such a high impact change made for a scenario that has never been an issue and seems in direct response to 1 teams situation this season. Feels like there was more support for alternative rules but I don't think that was ever really on the table.
So it goes...

A league wide commish made rule change for something that has not once been a real issue. I get why the league is concerned moving forward but this seems a little extreme.

Although I never or very very rarely deal in futures, this seemed to have been popular with a lot of GMs, and that is ok. I don't recall this causing major issues in the past. Certainly, there is need to monitor, and perhaps if a GM is creating an issue the discussion should be direct with that person rather than inflicting controlling measures on the league.
Just my two cents.

The issue isn't GMs making their conditions, the issue is the teams they leave behind when they move on. We've cycled through good potential new GMs where the former GM left a deficit and one could consider a negative asset base.
That's the issue. And GMs will change. Life changes and as much as GMs may assure us they aren't going anywhere, they do change and leave behind the wake of deficit spending.

I want to understand the rules for the trading of 1sts and 2nds.. The way I was reading, it was for teams defecit of those picks. So if you have them, you are allowed to no?

Yes you can trade picks you actually have
You can’t trade firsts and seconds you don’t have as a conditional owed pick
