The same way they previously counted undocumented people.
In the constitution it says to count people, it does not specify citizens. The republicans trying to just count citizens to shift funding, districts and EC away from blue areas which have larger numbers of PRs, people on Visas, and illegals.

Do they use sampling? I can't remember. If they do it makes counting undocumented people (and homeless people for that matter) a lot easier.

Undocumented people can/still do fill out the census. Where they will be counted.
That is why adding the "Are you a citizen" question to the census was such a big issue, it was obviously there to prevent people from answering the census, thus lowering the number of people counted, and all of the cuts to funds/representation that comes with that.
