I grabbed a few of these when they were on sale and they have been handy for friends and family for various drains, angled downspouts, etc.

Would something like this work for your situation?

Maybe boiling water? If what has hardened is something that will dissolve in hot water, that might help.

Also, does water slowly drain, or is it a clog that isn't allowing any drdainage at all?

Fill it with baking Soda and hit it with vinegar. If nothing else it’ll be fun.

Drano dissolves organic matter which clogs PVC pipes.

Although the plumber lobby will tell you its the devil and invoke fear....maybe because its bad for their business...

If its going out to the storm drains, I'm not sure if its best for the local environment either.

If all else fails...

Can you direct an air source downhole to dry out the clog / blockage ?

Assuming it will allow air flow.

Drying out the mass will reduce its size and "stickyness" which may allow you to break it loose with the auger / snake.

I'm gonna pour a gallon of Drano into the pipe, let it sit there for a few hours and then try to peck at it with something flexible enough to be bent through a 90-degree elbow, like a 10-foot length of 1-inch plastic pipe or a piece of flat iron, or even try a garden hose with water coming out of it maybe... Fun stuff.

Be really careful with Draino like that. If it just sits there, then you blast with water it could come back and spray you in the face. Really you shouldn't be using Draino without capturing it to dispose of. Beyond the obvious environmental problem, you are lacing food animals will eat with chemicals that will kill them. If you can capture it all on the other end, then fine.

I actually have no idea if it would work, but maybe there is a chance dissolved Beano could help? Its an enzyme that effectively breaks down certain complex carbohydrates, although I have no clue what the carb composition of your bird seed is.

Also, the enzyme might not work outside of a human gastric juice environment....so....maybe you'd want to dissolve the Beano in a Hydrochloric acid solution titrated to a pH of 2, warm the solution to approximate inner body core temperature, gently stir and then add table salt and KCL salt substitute to taste. You know what, f' that, just go with the Drano.

Those industrial drain chemicals aren't always a good idea, problem is that if they don't work now you have a pipe full of chemical. As long as it is still slowly draining you're okay but if it is completely clogged I'd try other solutions first.

Years ago when I worked at a greenhouse the drain pipes used to get clogged with all sorts of ####. We used to use a small high-pressure nozzle on the end of the hose that shot a thin jet of water out the front, and four behind it to propel it into the pipe. It cut through any clog like butter, but for the life of me I have never been able to find one of these since.
