No, not a voting process, but a "two-man-rule" is in effect.

Both the President and Secretary of Defense are required to authenticate the order to fire the missiles. The SecDef potentially has the ability to prevent the launch, but officially their role is to confirm the President's order, they do not have the authority to veto the order.

One would hope that - in a manufactured, or avoidable moment of crisis - Matis would pull a von Choltitz and refuse to authenticate the order.

Yeah, I chose poorly in terms of my voting, but if the Presidential order can't be confirmed then the missiles can't fly.

One thing's for sure, the threat or possibility of nuclear war is the ultimate distraction. I don't think I've heard a single news agency mention the Russia story today. No doubt Trump is absolutely loving this right now.

Trump's incoming 3 am Twitter tantrum tomorrow morning might just get us all killed. For the sake of national security, I hope someone hides his phone tonight. Just don't let him near a computer at all. At least until relatively sane adults like McMaster, Mattis, and John Kelly can get a handle on this crap and hopefully settle things down a bit. Wishful thinking, I know. But those three guys are arguably the only grown ups in the entire administration, and they really need to step in here.
