If I remember right there is still a voting system for the American's nuclear launch system.
The president can't launch without confirmation from another person that I believe had to have been appointed by Congress.
So for example under the two man rule, Trump would authorize the release of nuclear weapons and his secretary of defense has to verify the code. He can't veto it, but the launch order is suspended if the president's order isn't supported.
As well iirc the vice president in combination with congressional leadership can actually veto a presidential launch order.
So Pressident Comacho (love that term) just can't jam his finger on the firing switch and unleash hell.
I believe James Mattis is still the Secretary of Defense and I don't believe that he would back a nuclear launch order for no good reason.

North Korea is "seriously examining a plan" to launch a missile strike targeting an area near the US territory of Guam in response to President Donald Trump's warning to Pyongyang that any additional threats will be met with "fire and fury," according to a new statement from Gen. Kim Rak Gyom published by state-run media KCNA.
The North Korean Strategic Force of the Korean People's Army is "seriously examining the plan for an enveloping strike at Guam through simultaneous fire of four Hwasong-12 intermediate-range strategic ballistic rockets in order to interdict the enemy forces on major military bases on Guam and to signal a crucial warning to the US," the statement said.

One thing's for sure, the threat or possibility of nuclear war is the ultimate distraction. I don't think I've heard a single news agency mention the Russia story today. No doubt Trump is absolutely loving this right now.
Remember when People said the first 100 days were a success because he hadn't nuked anyone yet and others complained that was a low bar.

Trump's incoming 3 am Twitter tantrum tomorrow morning might just get us all killed. For the sake of national security, I hope someone hides his phone tonight. Just don't let him near a computer at all. At least until relatively sane adults like McMaster, Mattis, and John Kelly can get a handle on this crap and hopefully settle things down a bit. Wishful thinking, I know. But those three guys are arguably the only grown ups in the entire administration, and they really need to step in here.
