Pretty surprised Foligno didn't get 5 or more games. Although he has no reputation and track record for being dirty, that was a REALLY BAD cheapshot there.

I'll give him some credit for dropping his elbow at the last second to minimize the impact, but that looked like a textbook Scott Stevens head-hunting expedition there.
I would have given him 5 purely for intent.

100% agree.
It's remarkable how few of these hits we see in 2019. Maybe one every few months. Think back to when the league was trying to change the behaviour, it was one a week.
The players gave definitely gotten the message.

Obviously a high mistimed hit which is deserving of a suspension. I think that Foligno wasn't expected Bellemare to cut to the inside as quickly as he did leading to the contact directly to the head rather than through the body.

Kind of a weird play but he does line him up. Kind of surprised he only got 3 games as that was a dangerous play.

I see Foligno leave his feet just a he's about to initiate contact. Doesn't the act of elevation mean he's aiming to hit the head rather than the body?
Is there valid explanation why he wants to be moving upwards at that point?

Tripping over Bellemare's skates is definitely the cause of why Foligno falls over. But, at 0:31 to 0:32 of the video, it looks like Foligno's torso+arms are already on an upward trajectory before the skates touch.
