Lucic will at least stick up for teammates and give the roster a feared presence. Pretty clear the coaches did not like how Neal handled his reduction in ice time last year - the guy has a big ego and was not going to be a good fit in the bottom 6.
The signing of Neal was clearly a big miss for Treliving. But at least he recognized that and has moved on to salvage something out of the situation.

Lucic's NMC changes the summer before the expansion draft, but it's unclear how - but an NTC is introduced (he can name 8 teams he'll accept a trade to), so it's likely the NMC for the expansion draft just means that we can't send him to the AHL.
I'm sure Tree wouldn't make this move if he HAD to protect him during expansion.

It's not about hoping Lucic gets selected by Seattle in the expansion draft because they most certainly wouldn't take him. It's about having that protection slot available to use on someone else.

If Neil is gifted top line minutes he will be a gift that keeps on giving. The guy was terrible 5v5.

Yes and if he waives his NMC, then they can protect someone instead of him. That list is based on the worst-case scenario where he doesn't waive it.

I'd be really surprised if Lucic doesn't waive for the expansion draft.
1) He can't possibly think that he is going to get selected, and if he does, there isn't a better place for him and his family than Seattle.
2) He doesn't want to piss off Flames fans. He would get booed mercilessly if the Flames lose a good player and he doesn't play well.
I just don't think this is something that really needs to be stressed over.
