COVID is solved with a shot. Well, two shots I guess. Takes a total of like 5 minutes and zero effort from the unvaccinated. And I'm not even talking about forcing them to vaccinate. Just instituting appropriate measures to ensure their stupidity doesn't end up with innocents dying because our hospitals are full.
Solving drug addiction and gang violence is just a wee bit more complex.

Recommended measure – Effective Sept. 4 at 8 a.m.
Employers are recommended to continue work-from-home measures and pause plans to have staff return to work.
Mandatory restriction – effective Sept. 4 at 8 am
Masks are mandatory in all indoor public spaces and workplaces.
Employees must mask in all indoor work settings, except in work stations or where 2 metre physical distancing or adequate barriers are in place.
Schools are not required to implement masking, but school boards will continue to set COVID-19 management policies as they deem appropriate.
Mandatory restriction - Effective Sept 4 at 8 am
Alcohol service must end at 10 p.m. in all licensed establishments.
