I would think instructions on a box would suffice.
It has been proven time and time again that a non-zero percentage of the populous is unable to follow the instructions on a packet. But I digress.
Really, if someone wants to just go buy their own fluoride, they can, and you can even get dental fluoride trays for that authentic in-home dentistry experience.

I recently watched a Flat-Earth Documentary on Netflix and I must say, their reasoning is interesting.
Its shockingly dumb and delusional, but the mental gymnastics required to make Flat-Earth theory even a step away from 'mentally deranged' is impressive.

I recently watched a Flat-Earth Documentary on Netflix and I must say, their reasoning is interesting.
Its shockingly dumb and delusional, but the mental gymnastics required to make Flat-Earth theory even a step away from 'mentally deranged' is impressive.
That was hard to watch , not just because of how delusional they are, but how passionate they are for somethinhg that most people don't give a crap about. The earth could be a cube for all I care, as long as everything works, it probably wouldn't enter my mind at all.
Anyway, I thought it was funny how their model of the flat earth is evolving to be more spherical with that domed sky.

Or maybe using a flight-tracker to prove that planes couldnt land in the Southern Hemisphere, that was pretty good too.

I've briefly complained generally about poor practice from healthcare practitioners in Canada and I would wager to bet that dentists are among the worst.
I don't believe many are malicious (and I could never prove it even if I did) but many dentists' practice involve things such as over treatment and over assessment (ie xrays) that go directly against scientific evidence.
This is all off topic, however, because I feel like a dentist helping me get something covered is being a patient advocate.
I moved and switched dentists and was very suspicious of what he recommended so I switched again. CBC marketplace did a story maybe 5 years ago and I think it was close to 50% of the places they went were either over charging or suggesting unnecessary procedures.

the financial bottom line:
The CADTH budget impact analysis found that introducing or continuing a CWF program in Canadian municipalities resulted in cost savings compared with not introducing a CWF program or stopping an existing CWF program, under a broad societal perspective.
Implementing CWF programs is cost saving for federal, provincial, territorial,
and private budgets, but often at the expense of municipalities.
