I did those stats, because I believe that assaults and domestic burglaries are the most dangerous crimes for ordinary people (and I don't have much time for other crimes). And while you may joke about this numbers being fabricated by Putin or something, in reality chances of being assaulted on the street or someone breaking into your house are REALLY slim in Russia. Homicide is a different story, however an ordinary person is unlikely to get killed.
Apparently Versteeg didn't report or didn't officially sign a contract. Russian outlet reporting that his wife didn't want to move to Russia or "forbade" the move to Russia.

I don't think Putin made those numbers up, but I do suspect if your choice is to report to a police force or judicial system you don't trust, you made decide not to bother to report anything at all. Your chances of being assaulted in Canada is pretty slim too.
Those crime stats in Russia are probably not entirely accurate. There is a culture of not going to the police unless it's really major, otherwise it brings unwanted attention to both assailant and victim. Unreported crime is a huge thing over there.
