If he ‘s available, many teams would bid for him and he would be expensive to obtain.
He would traded for cap reasons, so Neal wouldn’t be part of the trade. Think multiple premium prospects.

if negotiations are progressing positively, there's no reason to sign and offer unless its something way above what the current teams is willing to pay.
the problem is that strategy can break your own team's salary structure, which is one of the reasons why the Habs didn't offer more for Aho...
ultimately, Tkachuk has to sign an offer sheet - as long as progress is being made, there's no reason to do that... if both sides' heels are dug in, then offer sheets can used to move the process forward.

8.3m per 5 years. Flames would prefer 7m per but this likely will be take going up over 8m to get done.
On the other hand it's hard to say Lindholm, Johnny and Monahan all were signed for less than most figured.

I wonder if Tkachuk's camp would be at all interested in this contract.
Year 1: 700k salary, 3.8 mil signing bonus (4.5 total)
Year 2: 700k salary, 8.3 mil bonus paid July 1 (9.0 total)
Total: 2 years, 6.75 AAV
This gets him 12.8 million in the next calendar year and more critically, makes sure that he gets a qualifying offer of 9 million in June 2021. The new US TV deal should be in place (or at least have its cap implications fleshed out) by then, so it's the perfect time to be looking for a new contract if you're looking to maximize money. Also gives lockout protection if the worst happens.
For the Flames, they manage to secure Tkachuk through the next two years at the Gio cap and try to put together the best possible team in that window. It's almost so player friendly that I would doubt the Flames offer it.

The source appears to be Randy Workman, aka thefanblogger, who left CP in a huff requesting a self ban when he got called out for making stuff up I believe. I think he claimed to work at the Dome and therefore heard lots of inside information?
Did a quick search and saw these reactions last time a rumour of his was posted:

Wouldn’t shock me in the slightest. I’ve thought for a while that the deal is mostly penciled in, and that the flames don’t want anything official until they move some cap off the roster. As soon as they announce a deal they may lose some leverage if the Tkachuk deal puts them in a tight cap spot (it likely will). The flames would obviously prefer to keep as much leverage in trade discussions for Brodie and Frolik as possible
I could be overthinking it however; I’ve had a long day of driving home from BC To think about things 😂
