I thought I heard something where the NHL might do phases through the season. Start with none, then allow some, then allow more.

The Coyotes could return to play with attendance limited to 5,000 people... but that might be asking too much for their attendance to actually increase after COVID.

I like the idea of an all Canadian division with a guaranteed spot for each of the 4 divisions in a conference final. One of the pathetic franchises(Arizona or Florida) can move to Quebec making it an 8 team conference.

I thought they might consider a test run of limited fans for the SCF (perhaps they wanted to but couldn't get permission). Maybe limit it to the hard camera side to not mess up the presentation they've created.
Even with these teams, I think you could sell some box suites and a couple thousand tickets at premium prices. Probably more palatable 3-4 weeks ago before school started and this upswing began.

The NHL can put together whatever plan they feel like but in the end the local governments have the final say.

Absolutely. There is also talk of Ontario possibly going back on lockdown because of a recent spike in cases.
