I guess what I'm asking is what is the best (and cheapest) way to get a cab heading south after a Flames game.

Most of the cabs coming down to the dome are coming in from the west up 12th ave. If you can catch them before they hit McLeod trail you can hop in and be on your way south instantly. 5 minute walk but probably save $10 off your trip if catch on west of McLeod on 12th ave.

There's nothing stopping any driver from getting commercial insurance if they wanted. It's just very expensive, especially for those who want to drive people only part-time.
Still something like a part-time commercial insurance policy would be tricky for an insurance company to enforce (but more doable now with the GPS trackers that have become available). It's far more easier for Uber to provide proper insurance to its drivers because it already has the information when its drivers are working. But Uber doesn't do this unless it's been forced by legislation to do so, and even then the driver is usually still vulnerable in at-fault accidents when they are still waiting for a fare.

As bad as some cab drivers might be, Toronto cab drivers are the absolute bottom of the barrel. I've been taken for a ride in Toronto I don't know how many times. It's absolutely horrible. They have no idea where anything is in the city (can't find the CN Tower? Really??), refuse to take credit cards, it's embarrassing for a city like that to have cabs so utterly horrible. Definitely rooting for Uber in that fight.

I thought there was an issue with the passenger liability aspect of it; that there wasn't a proper insurance product available.

I think the insurance companies are missing the boat here. why not offer the passenger a policy for "ride sharing" that covers not only Uber type service but also taxi and even a family member giving a ride.
insurance is a just a math equation. if enough passengers by their own PAX coverage, the insurance company can calculate the premium based on the pool. probably could cost around $10 a month for each person to have their own insurance no matter who the driver is and the insurance company can make a mountain more $$$.

Maybe I just like to watch the world burn, but part of me would love if Calgary cab drivers ran around downtown waving their shirts in the air making idiots of themselves.
Also, just checked Kijiji, lots of buyers intersted in Calgary taxi plates. Price seems to be anywhere around $100k.

Just had a cab pull up to myself and my wife (light on), roll his window down and ask us where we were going, did not like the location and drive away leaving us on the side of the road. Man I'm sick of these ####ers. Will be reporting tommorow. Cab #1072 Calgary Cab Company.
