So one of the most obese countries in the world has a problem with people using scooters, that don't need them. Hard to believe.

Not shocked at all, we'll maybe a little that the US Gov't actually did something. Medical fraud down there is a booming industry, with people setting up display stores that are never open and performing mail fraud charging millions in never used equipment.

This is the place that advertises during price is right and claims if insurance turns you down, they'll get you approved, no questions. About as blatant as you can get.
