You need two things to happen.
- They need to have "stock" in their computers. They won't actually have it, but their computers will let them order one for you.
- You'll need to wait at least a week for it to ship. I've seen on redflagdeals that some people got lucky and got theirs in a couple days. Mine is a week and counting.

Those features aren't locked. There are a couple of apps that replicate the "find my iphone" feature (FoneHome and iHound).

Update: I managed to get a new iPhone 4 from the Apple store today, and a restore from iTunes brought back my contacts & pictures as well as the arrangement of all my apps. Thanks everybody, for your help!
