I think the message could be seen on many levels, I see it as a comment that the country/government isn't living up to their requirement to look after vets. I don't think the people that did this are of this line of thinking, nor do I think they would take this approach to get their message across.

Perhaps they believe that the country isn't moving in the right direction, moving away from freedoms that were won and by that is breaking faith with those that died.

As I said, the medium (defacing of the cenotaph) is wrong.
