Somebody has made a serious tactical mistake with respect to protecting the perimeter of the Capitol building. Non-lethal methods for use of force only work at close range on lone or few individuals (Tasers), or at longer range in open areas with larger groups of individuals (e.g. tear gas and rubber bullets).
Letting the mob get that close seriously limits the options the police have, leaving them mostly to use lethal force.
In short, what the hell are they doing?

EDIT: It's worse, the headline is "Protestors enter Capitol Building". It's like NBC is in full denial about what is happening.
