It can be a bit of a crap shoot, but the government has surplus sales. It has been awhile, but they have a walk in location and from the website you can see if they have anything that interests you. Just look for the buy now section.

After spending a stupid amount of time on stupid office furniture websites and unhappy with the options and the "contact us for pricing" bull####... I found quite a few decent pieces at a good price that met my needs on the atwork office furniture website.
It wasn't perfect, but that the price points they were offering vs other sites, I rolled the dice because it was a bit below the original budget I had set. I've been quite happy with the pieces I purchased so far. It's decently solid stuff. Most pieces quoted a 5-8 weeks delivery time. I think it took only like 2-4 weeks depending on the pieces. The only other "annoyance" is that they deliver to door (outside) and you have to bring it indoors yourself (they hire people to ship for them). These shippers do not help you get it indoors. Helps keep delivery/furniture cheap, but might take a little extra coordinating to get someone to show up and help you bring it inside/assemble.

These places have some used stuff so it varies but any time I've been there the stuff is in good quality, plus they do have access to new stuff that did seem reasonable:

But for your specific request, I've been kind of wanting the same thing but then decided I'm going to redo my office totally and maybe get something built in, but I think you want something like this?
For that I found searching for a lateral filing cabinet with hutch got me to similar items.

https://f2furnishings.ca/ is in Deerfoot mall and they had some neat stuff though if I recall it was a bit more expensive
There was a place right by there called Structube that I recall being neat, but I don't remember if they had anything like that.
I hesitate to suggest it but wayfair.ca has a lot of stuff, but quality is all over the map trending towards poor.. I got a desk there I like (though they had to replace it the top was warped on the first one), but the hall tree I got was crap quality and I returned the bar stools I got.
EDIT: Also RGO does have lots and lots of furniture though I think they're geared towards corporate.. you have to make an appt to go and look in their showroom. BUT I did so for an office chair and while I didn't end up buying their pricing was surprisingly good.. it was a name brand chair and they were cheaper than ordering from the brand's website, which was suprising.

Are they still producing that type of furniture in your pic? I have that drawer/shelf combo. Same color. It's 30+ years old and heavy AF quality melamine. I'd probably survive at least half a dozen swings from a sledge hammer before breaking if you were trying to dispose of it.
I've tried all of those sites you've mentioned at one point or another. Source and RGO are probably the better ones out of them, but still kinda frustrating to deal with. The quality office furniture buying experience is so archaic and brutal.

We've used Premiere for a lot at our office, as long as you're cool with used the prices are really good. ULine is terrible in every conceivable way, don't ever use them lol.

Hah that was just a picture I found on Google as an example, but yeah I have some office furniture that I got when a company I worked for closed down and it's the same. Ugly AF but also weighs a lot and is stronger than anything you'd find today.
And yeah, I find the same problem with all furniture really.. I want better than Ikea or the Brick, but I don't want to be at the high end either. But the middle is really hard to find unless you happen to get something used or clearance.

I was going to recommend this as well. Never pay full price for a filing Cabinet! Screw that nonsense.
The last filing cabinet I picked up from here was $10.

A basic filing cabinet brand new is like $400. I spent that money on a good Fujitsu scanner instead. Fast, double sided but skips blank pages and good file size compression without screwing up the quality of the image to something borderline illegible.
We threw out a super old one a few years ago. It was like 400+ pounds empty (not joking). Apparently it was a higher end one from 40-50+ years ago that had some insanely heavy concrete bricks as an anti-tipping counter weight. The cabinet itself was also some higher quality steel that was filled with something to make it somewhat fire proof as well?
The lady said she had her sons and their friends move it. At first they made fun of the guy who couldn't even budge the innocuous looking filing cabinet. Then it took 3 guys yelling and screaming to take this thing down a flight of stairs towards a dumpster. One guy hurt himself kicking it with steel toed boots on. At the last moment, they decided to salvage it from the dumpster to shoot it up on someone's acreage.

Yup, I've got one of those, its made by Remington in the 60s? Its fireproof and weighs around ~500 pounds.
At one of my older offices a guy shut his business down and retired and asked if I wanted it...I figured..."Free Filing Cabinet? Okay."
Not knowing it was a heavy-ass fireproof bitch from the 60s. I figured it was just a regular old filing cabinet. Nope...
So when I moved and decided to take it with me, the office movers get to it. Most filing cabinets are flimsy and light and they get to this thing and it is not budging.
So it lurks in the corner, never to be moved again.
