Hockeydb has the Rush with average attendance of 3,361 last year, 15th of 27 teams in the ECHL.
I suspect they survive precisely because Rapid City is in the middle of nowhere. In the summer you can amuse yourself with the tourists heading for Mount Rushmore or Sturgis, but what are you going to do in the winter?
