Asia/Australia are guaranteed 2034, so it'll probably be Saudi or China. Much as you'd bank on the Saudi bribe money getting it done, the appeal of that China market might actually be enough.

Relative to the Saudis and Qataris ability to bribe they are lower middle class at best.
