I was going to say the same thing, run out and pee on the owner while yelling "How do you like that, huh, good think your dog didn't lay a mud baby isn't it". Then follow the owner home, slash his tires drop sugar in his gas tank and throw a molotov cocktail through his kitchen window.

I’ve been pretty successful with extra watering to rinse and dilute. We’re generally out every evening already watering plants and usually take a minute to spray the front edge of the lawn.
We’re also dog owners of two large breed females and we’ve found that the “pee rocks” work wonders for our back yard. They’re some sort of rock that you put in your dogs water dish that neutralize the amount of nitrogen in their urine. No idea how it works but science is pretty dope.

I live close to a dog park, and all day dogs are pissing and crapping on my side lawn. My garbage can is full of poop bags.
Doesn't seem to be much I can do about it.

Get an old vacuum and put it at the edge of your lawn. Perhaps a motion detector that will turn it on. It will stop the peeing but start the barking.
Maybe look into a pet skunk that you can put in a cage at the edge of the lawn. Or maybe just put up a sign saying 'Caution. Skunk in area.' That will keep them away from your sidewalk completely.
I used a product called plantskyd in the rocks around my lawn in order to deter critters and mice. I don't think it will affect your lawn. It doesn't smell that great. Perhaps moth balls or something similar would work too.

I don’t know. Dogs like to pee on grass and if they need to go you can’t really stop them. Maybe just water the grass near your sidewalk more often?
Now if the dogs are off leash peeing all over your yard that is a bigger problem.

Maybe top dressing. Soil and seed. Make sure it’s the right seed otherwise you might get grass coloured Riders green in a deep green lawn like my wife did.

Why does anyone need a sign to remind you not to ruin someone else's property.
Does this apply to just did related crimes, or all crimes in general?

If you stop a dog from peeing on the grass, you also have to stop it from sniffing the grass. Because once they sniff, they often have to let other dogs know they were there. And how is that done...by peeing. That's just the way dog's are made. Can you imagine trying to stop a lab from sniffing.
We have a large lilac bush, which was planted by the city, adjacent to the sidewalk in front of our house. Almost every dog stops there to sniff and most pee. That lilac is the most well fertilized plant in Calgary.
My suggestion would be to plant a small bush, near the sidewalk, which will act as a main attraction for dogs, leaving the rest of your lawn undamaged. You should also get your dog to pee on it to start the process.

IMO we should not make such a big deal about dogs peeing on lawns. If this gets serious public attention, sure enough some bureaucrat, with some time on his or her hands, will create another law with fines. Right now I believe there is a bylaw for pooping, but not peeing. Perhaps a case could be made for property damage, although it probably would normally not be worth a person's time and effort.
I think this city already has too many squealers, or rats as we call them, and a peeing bylaw would just create more.
