Resources can and do coordinate when required... nobody is arguing that they should/shouldn’t, they DO, the response was in regards to you ask why they have to coordinate.
Each province has their own system. Law enforcement coordinates across provinces to bridge that gap. Pretty straightforward.

They should not adjust the system. To send an Alert there is very strict criteria that must be met. Namely that law enforcement understands the situation and believes the child's life is in imminent danger.
This isn't mild violence in a cartoon we are talking about. People are thinking about children in imminent danger.
Personally I think people need to get over themselves.

You’re getting far too caught up on the loose “nuclear/presidential level” definition you’ve applied to it. That definition isn’t relevant to Canada, as there are not levels in Canada.
As has been pointed out, not only is there already a set criteria to get to a mobile alert (which includes imminent danger to a child), but it’s also geomapped and has shown success.
Pretty much zero reason to adjust it. “But I don’t waaaaaant it” isn’t all that meaningful.
We don’t keep phones in the bedroom at night. Easy.
If they're still on, they'll blare the alarm regardless of any do not disturb settings.

Again yes, the Alert Ready systems in the US has 4 buckets/tiers. The CRTC decided that the warning for the every other week amber alert is the same as a incoming nuclear strike warning in Canada.
You can disable ALL presidential (and therefore, these amber alerts) on your Android phone by disabling the "Emergency Broadcasts" application.
You need to be rooted to do this, once you are, there are a lot of tools for disabling, for removing any apk you want. I used titanium backup in my case.
Rooted Users detailed instructions.
Root your phone (I can't really help you with that, there's a thousand different ways, and it differs by phone)
Install an application that'll allow you to disable/remove any .apk, this operation requires root access. I used Titanium Backup, but there are many apps that do this.
Locate the "Emergency Broadcasts" system application (com.android.cellbroadcastreceiver).
Backup the app (if you can, it's tiny and better safe than sorry)
Using whatever app you chose in step 2. Disable/Freeze/Uninstall the "Emergency Broadcasts" application
Enjoy no more Presidential Alerts
Note: This will disable ALL emergency alerts of all types on your phone.

The alert is so loud and obnoxious I turned it off by reflex so the babies can get back to sleep without developing PTSD.
Without an in app history for reference it's useless. sure I found this thread thanks to google search, but most won't (only 198 of 15,000,000 comments before it was locked)
Don't abuse the system; separate alerts for a "problem solved" are inappropriate.
Just use an email subscription service so normal "Do not disturb" rules apply, photos can be linked, etc.
Should the gov. ask Google to prevent disabling the service I will root my device, or otherwise protect my Human Rights (like freedom to sleep at night).

Yeah, calling 9-1-1 is silly.
It's why they should at least consider feedback that they're getting. The system is clearly isn't an issue in the US where we copied it from. Lumping all the alerts as if they were all the same isn't the best solution.
There are legitimate complaints about the alerts going off multiple times waking everybody up every time with a blaring alarm. Once in English. Another in French. Another for an update an hour later. And another for the all clear 2 hours later.
Ignoring complaints and feedback is probably going to condition people to ignore them outright or hack around the alerts but they shouldn't go to 9-1-1.
Looking into this more, I don't think the Presidential alert has ever actually been used in the United States (I'm not even sure if the Hawaii Missile Alert was Presidential level).
Which explains why there haven't been complaints across the border but we are seeing so many in Canada, especially Ontario with it going off in 3 multiple batches in less than 2 months.
