even if we build the gates, all the drug users have to do is purchase a fare.
the reason they are using their drugs at the transit stations will still need to be addressed: drug users are looking for support if the unintentionally overdose ( CCTV coverage, "pull for assistance" intercoms, transit peace officers with narcan, etc)

Yes that seems logical but the drug users that come to LRT station ( don't buy their drugs at the station) to inject under the security cameras ALSO have paid fares.
apparently, the users already know that having a fare keeps law enforcement off their back (and keeps them out of the police data base)

Is that their reason? Or is it because it’s warm when it’s cold out and there is little enforcement to vacate them?

Why not both?
It's warm and they know for a small fee they can do their thing with much less hassle for a completely non-related issue such as unpaid transit fares.
Imagine being inebriated and hassled. That's potentially several levels of additional and amplified terror. A few bucks to try and avoid that risk makes sense.
The concerns of the average are different than the concerns of the addict. I can't say I understand, but it's not unreasonable to consider.

Regarding fares, keep in mind that there are low income monthly passes for only $5.60 if your income level is that low/nonexistent. So accessibility by cost is not going to be an issue for them even with turnstiles.

in Edmonton and Calgary, addicts interviewed at transit facilities are saying similar things. They are worried about dying (overdosing) from their supply. availability of safe consumption sites have been scaled back. They use the LRT stations incase they overdose because of the monitored CCTV, the panic call buttons and that the peace officers often carry narcan.
Addicts congregate there in the summers too. But sure, they could be making up these reasons.

I have staff who are constantly mentioning how they are hesitant to take the C-Train to work anymore because of how bad crime, violence, and drug use has become on the platforms and trains.
This morning, 4th street station right across from Holt Refrew and the Courthouse was closed due to a double stabbing at 6:20AM.
