They're using Harvey as a decoy. They know if they trotted out the replacement mascot for the first game, it'd be booed mercilessly and pelted with debris.
Professional mascot costumes are not cheap; anywhere between $4000 to $10,000 and up. "Howdydoo Hank the Horse" or whatever CSEC bought is going to suck.
