Allvenskan uses a relegation system for the two best and worst teams. The best teams get promoted to SHL, where they become middling SHL teams at best, and the worst teams are demoted to the third-tier Swedan league. It's slightly worse than the AHL, but considerably better than the ECHL...probably on par with the German and Austrian league in terms of talent.
Vasterviks appears to be a low scoring team and other NHL prospects playing in Allvenskan that were successful SHL and AHL players aren't lighting the league on fire either (e.g. Samuel Fagemo has 8pt in 15 games).
I wouldn't read into Tuulola's poor stats at all. At least he was staying in shape and playing against pro competition
