I bit the bullet on the 23" IPS when it was $50 off, and I'm glad I did. It is a great panel.

When I go home to my 24" Samsung TN panel, it's just not the same. It's gross actually. The viewing angles are horrid on the TN.

You don't notice the difference so much when you go from TN > IPS, but you notice a huge difference when you go from IPS > TN. It's quite unreal. Basically every angle I look at my IPS panel is nearly perfect and readable. When I sit down in front of my TN, you can see a change if you just move your head slightly to the right or left. It's really quite annoying.

So my advice, if you already have a TN panel, and you want another TN panel, just stick with TN because you won't notice. It's when you start mixing panels that you see the difference, then one will drive you nuts. If you swap them all out to IPS then you should be good.

Just to note for anybody who is looking for a basic laptop- Dell has their Inspiron 15 on for $399 right now:

I recommend this laptop. This is the same laptop I'm typing from right now and I got it at more around the 700$ price range last summer. And it DOES play starcraft 2 at low graphic settings which is good enough for me.
