Is the concern that your games are lagging? Your downloads are slower? Or is it that your provider is cracking down, and charging you for the added downloads?
I think if it's the former, suck it up. She's just using the set up you've provided. And if she's able to figure out torrents, she'll probably notice the decrease in downloads and come talk to you.
I don't see why you don't talk to her, and want to go all shady about this.

As this is the tech forum, the point of this thread was to see if there were any tech solutions out there for what I assume to be a very common problem and I've always been curious about limiting access on everything from individual applications to entire computers on a network. It has nothing to do with talking to her which is easily done and irrelevant to the reason I created this thread here.
If you are the network admin of a company and you wanted to stop people from going to Facebook at work, would you talk to everyone? Or would you just block it on your end and have control over it at your own discretion?

is UPNP enabled? if it is.. disable it, then you just need to forward any ports that you are using yourself. Her torrents will still work, but it will just be urber slow...

Any company that I've worked for that has removed websites such as Facebook started by 'loosly banned' the website (ie-Told us we shouldn't go on it, but still gave us access) before blocking access all together.
But that's apples and oranges to your situation, from the information you've provided. I'm not looking for an arguement, and I guess I understand it more to be you're looking for the tech answer rather than the 'what should I do' answer.

My router (Linksys/Cisco RV-042) can do that. You can throttle specific ports (or all of them) for individual IP addresses. You can also control whether you're throttling upstream or downstream traffic. I have noticed that when I'm uploading large files to my FTP server, it kills my download speeds. Manually setting an upload rate (through FileZilla - my FTP client) that is slightly less than full doesn't really impact the upload speed much, but gives my downloads a huge boost. (Edit: Of course, FileZilla has nothing to do with your situation. I just used it to illustrate how big uploads kill your downloads.)
My guess is that her torrenting is using up all of your upload capacity and that is killing your download speed. With the right router (it would have to be at the router level, unfortunately), you could limit her upload rate slightly (90% of full, for example) so that she probably wouldn't notice it but you'd see the difference. Win-win.
And I totally understand why you want to do this - it is fun to be curious. Talking to her would be easier, but I am also always wondering how stuff works and coming up with solutions. It's the same as taking stuff apart just to see how it works.

There's so much more fun possible here...
Yes you could use the right kind of router (or install an open source firmware like http://www.dd-wrt.com on your existing router if it supports it) to either throttle her bandwidth or do traffic shaping to make sure the packets you are interested in get handled first.
Or you could set up OpenDNS so you can see her surfing habits. Has potential for blackmail.
Or you could set up a linux box running as the router and do even more fun stuff like examining exactly what sites she goes to, read her IMs and emails, etc.. Or mess with the websites like having all the images display upside down or replacing all the ads with hard core porn ads.
