No, only Toronto can sign Hyman to 8 years and that ability expires once free agency begins.

Nope, that clause is one of the things that changed in the 2020 CBA extension.

No longer does a player have to have been on the reserve list for the most recent trade deadline.

Or else Seth Jones wouldn’t have been able to (future) sign an 8 year extension before next years trade deadline.

Hmm it looks like the trade deadline reserve list thing is somewhat different for players still under contract, but in the case of an about to expire contract like Hyman, only Toronto can sign him to an 8 year deal.

From that same article:

The only way around this requirement that a player getting an eight-year extension cannot be an expired UFA, and they must have been on the signing team at the prior trade deadline (or signed through to the next one) is a sign and trade. The Maple Leafs could sign a valid SPC with Hyman today for eight-years and then make the trade to the team that wanted that deal done. To the best of anyone’s recollection, this has never happened in the NHL.

With Edmonton already putting both deals out there, I figured it would be a game of chicken between Holland and Dubas as to whether a sign and trade happens. While you could argue it's better for Toronto to get something versus nothing, I don't think Dubas is interested in picking up a 7th rounder when Edmonton obviously prefers that 8th year to bring down the AAV.

If you want it Kenny, you're going to have to pay for it.

Seth Jones still has a year left on his deal. Hyman is a UFA.

As each day passes, it's making me more nervous that this hasn't been an official deal yet and there's a small chance that either parties could back out

From what TSN has been reporting the deal is done - it will just by 7 years at the higher AAV. Dubas, rightly wasn't going to go out of his way to help the Oilers by giving them the 8th year and lower AAV, unless they were willing to cough up something in return
So I suspect this deal will be one of the first made official when free agency opens up.
