They did the same with Kirk. They had to get those menaces out of the chair and into a board room where they could do less damage.
Picard is the best Captain, and that's why they left him in the chair, so he could keep Captaining, cause he was so good at it.
That being said, he's only the best Captain who was a principle cast member.
If we are talking the best Captain in Starfleet, well obviously that was DeSoto.

Did we ever see any dogs in TNG? I know Data had a cat and there were references to Picard horseback riding, but I get the feeling the Ambassador Hotel had a no dogs policy.

I don't remember dogs in TNG, I remember Porthos in Enterprise, and Molly in Voyager,

Well it wasn't on the ship in episode 1 Janeway was sad to leave because her dog Molly was having puppies, then we saw a picture of her and her husband and the dog iirc.
After that she never mentioned that she had a husband and probably had in vegas sex with half the crew.

Maybe Voyager is the key to the whole series.
Maybe Picard was an Admiral and had to evaluate the Voyager mission and saw that it was just one colossal collection of unbelievable screwups after another and then when they promote Janeway to Admiral he quits because he cant be part of such an incompetent organization and he goes off to start his own Starfleet headquarted on Riza.....with blackjack....and hookers.
