It was right in the square and everyone could tell something major had happened. It was necessary because often what happens when people think there's a reason to panic and no explanation for what's going on they instinctively start running.
With 60000 people in the square all it takes is rumours shouting from the crowd "mass shooter!!!!" and you could have literally dozens of trampling deaths. They did the best they could - alert the crowd that there is an emergency, but suggest it's not in the immediate area (very smart and calculated word choice by Devlin or whoever informed him), and reassure everyone that staying where you are is the best option.
Executed perfectly.

Makes sense, too. My info wasn't fact based, it was just anecdotal from K'naan speaking with George a few years ago (he's somalian) stating that there was a huge Somalian gang problem and that him and all his friends struggled to stay out of them.
Basically, he said Somalian gangs in Toronto target young Somalians as soon as they arrive in Toronto. Maybe other national gangs have become bigger since then.

What is the appeal people see in attending a big parade like that? Is it just to be a part of something big?

When the Flames win, even though I won't live in Calgary anymore, I'm still going to the parade

Yes. Why do people do anything fun in groups? Are you new to earth?

I just can't relate to enjoying that so I wanted to ask what the appeal was.

This is correct. However, the number of Somalis in comparison to the larger gang problem is quite small. I wouldn't blame the Toronto gang/gun problem on Somalis specifically.

There are many earth inhabitants that don't care much for crowds and the energy-draining social facades that typically go with them.
I'd rather just have the company of a significant other or nature. The trees aren't going to shoot me if I go for a leisurely walk.

But does not enjoying it mean you can't comprehend why people do it?

My friend is a DJ in Toronto, her husband a news reporter, and was doing her show from the square yesterday. She said she was getting reports of bomb squads, nuke squads and bio hazard teams deployed over several locations but she wsn't allowed to report it. She did report that a couple go train stations were closed but couldn't say why. Spooky chit. Turns out nothing came of it but she was pretty freaked out.

She just said bomb squads and a nuclear weapons alert team. Queen street station was closed as well as some others outside of the down town. There was a building on Younge by Lakeshore..the new one down there..that was getting the once over. But other than that, just a constant stream of new reports throughout the day.
