Dreams Palm Beach - Punta Cana. Been there 3 times, great resort, 24 hour room service (which really is nice in the morning with kids). Kids club.

It is a great resort. The entertainment directors are great and they have a nightly show in the theator which is good for kids too. The resort is right next to the dolphins and a 2 minute walk into town for some shopping/drinking presedente at a barrio. The kids club also give the parents a pager to notify them if anything happens but the girls who babysit are great and love kids.

Dreams resorts have great Kids Clubs. We have been to both Dreams Riviera Cancun and Dreams Huatulco. Both were great in that regard. Don't know about age limits for the clubs though.

This is the best for toddlers and baby's. Great locations and controlled temperatures. Free kids Adventure clubs (3 and up) and they also have daycare ($) and free playgroups for the infants and toddlers. My wife and I did this with both our kids at 8 months and 14 months. Were going back this December on the Allure of the Seas. Kids are now 3 and 5, should be great!
FYI, I'm talking about Royal Caribbean. They are sponsored by Dreamworks and Fisher price and are ranked 1,2 and 4,5 for family cruises. Half the cost of Disney, who is ranked below 5.... who wudda thunk...
Highly recommend.

It has a 1-4 year old kids club and on site babysitting. The price was reasonable too (approx $5000 for a one bedroom suite for 13 days).
We looked at the various Dreams resorts but a bad experience at the Vallarta Dreams left a sour taste in our mouths.
We also almost went with the Hyatt Ziva Los Cabos but it seemed a little isolated and the rooms seemed pretty meh.
Edit : Your kids are 8 Months apart ? How is that possible.

No, lol. First kid we took at 14 months and then when our second was 8months. When we took her he was almost 3.
Allure is incredible, went on it without the kids last October. It was a must for us to bring the kids on it.
(Our kids have been on the Liberty and Freedom)

My Girlfriend and I went to the Crown Paradise Club Cancun in April. Was great value for what we paid... And had tons of activities for kids and families.

If you're taking a cruise, you need to be aware that most won't take kids under 6mths old and that kids need to be potty trained before they're allowed in the pool. That means no swim diapers.
Sucked that one kid got to play in the pool and the other couldn't. We made up for it at the beaches at each stop, however.
We love cruising.. been on about 5-6. Kids love it too. So nice to just go and eat whenever we want. Carnival has some nice kids areas too now, big splash parks. You can also leave the kids in the carnival kids area for a few hours if you want. They give you a cell phone and the kids just play, make crafts etc. We only did it once or twice for a few hours... some other parents literally ditched their kids in there every day for hours on end, which was kind of sad.
