Perhaps, but with the amount a money the Flames have, a renovation to update that place wouldn't cost more than $50 g's, with furniture included. It'd barely be a drop in the bucket and would be a nice perk for players in the organization.
Sorry, I'm in the design industry, I'm always sticky on stuff like this.

I haven't seen the Flames dressing room in person as far as I can remember but I would hope that some improvements have been made after the 2013 floods.
The room itself where the players get changed and listen to the coaches during intermission etc doesn't look anything to write home about, its the other areas that matter to players.
Hopefully the player's lounge, the treatment rooms, the cold and hot tub's, the workout facility and other areas are in excellent shape and of a more modern form and function.
Those are the areas that the players spend a decent portion of their day and can make a difference in someways.

Now we know why the flames were so much better on the road last season...
The visitor dressing rooms in most other rinks have to be better than the flames home room

Even in the absolute best-case scenario, they're in the Saddledome for at least three more seasons. Construction on a new arena will take 24-30 months. If they were to break ground next spring, the new building could be ready for the fall of 2021.

The point is you still need to make a positive impression with players. If a little window dressing makes it feel new than why not.

a) as you said "might"
b) they players are going to be there for at least another 3 years so why not spend a bit of money to make a better dressing room for them?

Great, now re-design the terrible uniforms/jerseys. By re-design, I mean revert back to retro full time!
