Huh? Wasn't the point to ban all of them since doping issues in their national sport federations was so sytemic? What does making them compete under a neutral flag accomplish?

This is stupid and pointless. Just ban the cheaters and let the clean ones compete for Russia.
It's state-wide doping, must punish the state.
I'm guessing individual athletes can appeal to be re-instated as independents.
There probably will be no team sports so they are screwed.
For Hockey if Russia is out I wonder who gets their spot. Belarus is next ranked.

This is a kick in the balls to Russia's ego. Does this really change anything from a fans perspective if the "clean" Russian athletes are still competing?
Everyone will just use the neutral flag / medal count as a substitute for Russia. I'll still cheer against the ...ov's as usual.
In a weird way, I'm almost thankful that the NHL withdrawal and Russian doping scandal are happening at this time. It will probably add fuel to the anti Calgary Olympic bid position, or at worst, provide the Calgary committee with a strong bargaining chip to make the Olympics more equitable for the host city.
