Given what could have been (so many coaches available in the past year) , this feels underwhelming for them.

Such a middle of the road guy. Only two 1st round playoff appearances out of 3 and a quarter seasons as HC of Philly.
Kind of, meh.

Weird, this guy could do nothing with a good Philly roster. Maybe the idea is to tank for a while.

It's because he looks like Chuck Norris.

So Tocchet coming on as an assistant with the Flames?

Trying to copy Calgary with an Alberta born coach.
Seriously, perhaps an indication of the team budget? He was a $2M coach in Philly (with a surprising 5 year contract). I bet he makes the same or less this time around.

Francis, Botterill and Hackstol worked together in the 2019 World Championships. Not a lot different than Treliving falling in love with Peters after working together at the worlds.

A lot of coaches flop in their first stint in the big leagues and Hakstol didn’t even do that. Underwhelming for sure, but this is a wait and see for me.
Seems like lots of guys grow, adapt, and figure it out during their second go around.

The list was being narrowed. Brindamour may have been their first choice and Gallant second. Both gone. Boudreau, Nelson, Julien, Quinn, Babcock were available but of those only Boudreau would have interested me, personally. I don't think Torts was an option for a new market (and dealing with reporters new to NHL hockey).
Turns out Hakstol and Francis have a little history, at the 2019 Worlds.

Or a young Pete Carroll, maybe trying to curry the favor of Seahawks fans.

Gallant seemed the obvious choice and just sat there for so long. Again, underwhelming. I guess that Francis and him have history, the same way Treliving and Peters had history. Worked together once for 2 weeks. Feels like an odd reason alone to hire a guy but who knows. Like you say may be budget related
