Everyone glossed over this part but how can you not understand this metaphor? You're using it improperly here and I don't understand how one could not grasp the proper use of these terms.
Carrots are rewards, sticks are punishments. Its a metaphor for a donkey and a cart.
There is no reward that the Premier can offer to the federal government... also I fail to see a threat she offers them.
EDIT: WAIT I understand. You think the Premier is the donkey. I agree.

What Alberta is doing is a very public and embarrassing open defiance to the Liberals.

I am sure Liberal MP’s in Ontario and Quebec are quite concerned that it may appear that Justin Trudeau is fighting with Danielle Smith. That fact alone is so embarrassing that they may lose their seats. PP just needs to close the deal by running ads in Ontario highlighting his close relationship with Danielle Smith.
