Default Windows Shortcut help

Hoping for some help on getting something to work in Windows.

I find myself often needing to use this command in the Run window:
"%appdata%\..\Local\Packages\Microsoft.Windows.Pho tos_8wekyb3d8bbwe\LocalState"

Is there any way to create a shortcut to open Run, and have that command entered without going through Win+R to open Run, then enter it?

It seems like it should be simple but I can't seem to figure out how to do it.

The new goggles also do nothing.

You should just be able to right click where you want the shortcut, and put that string into the location.

That was my first thought, but it opens up a completely different folder.

Tried it again, and now it's asking me to pick an app to open that shortcut?

Got it, but it was kind of a weird workaround.

Typed it into the Run command, then copied the link from the explorer window which gave me a hard C:/users/...etc link to the folder instead of the %appdata% link

Guess I'll make a batch command with that folder to delete the contents. Seems the best way to go.
