Default I think the notification system could be put to better use

Does the software allow for notifications when someone quotes a user's post, or thanks it, etc.? The quoted post would be helpful...

Basically CP sucks and I'm taking it upon myself to push changes through.

Nope, notifications are just when a thread gets replied to.

After 12 years of upgrades is there any new features that would accommodate this?
Does anyone else think notifications for Quotes and Thanks would be useful?

There haven't been 12 years of upgrades to this version of the forum software though, it hasn't been updated for quite a while.

Would have to update to newer software which I've always wanted to do but it's a big lift.

Is it possible the forum hasn't been updated since August 2009? (when version 3.8.4 was released as shown at the bottom of the site)

If that's the case, this is worrying as there have been many vulnerabilities for this version 3.8.4 published in the last 14 years.

Any upgrades planned to the latest version? Beyond new features, I think to just patch a lot of potential site crashing/hacking vulnerabilities would be worth it.

I understand it's a big job, but I would say it's worthwhile
