From what I have heard is Kylington has played the right side before in Sweden, international events, and possibly even in Stockton. Hanifin has also played the right side in Carolina but seems to have great chemistry with Hamonic.

Seems pretty clear to me.
13.12j - A Player may be Loaned to a club of any league affiliated with the League at anytime up to 3:00 p.m. New York time of the fortieth (40th) day immediately preceding the finalday of the Regular Season (the "Trade Deadline"). Following this period (trade deadline), no Player may be Loaned"
Exceptions are all for emergency call ups and injured players.
Another way to look at it - IF the Flames could send Kylington down, why haven't they? Makes no sense to sit 3 guys per game. Stockton is out of the playoffs anyway so that doesn't matter. Carrying 9 d-men for the last 2 weeks of the season makes no sense unless you absolutely have to.

Burke on Tim and Sid.
Surprised Flames are so good this year. Trade with Canes put Flames over the top. Also mentioned Gio’s stellar play.
Smith is the starter come playoffs. It’s like having 3 D on the ice. D get hit less. Takes wear and tear off D. Does contract status affect who they start? He says no. No concerns over having to switch between two if Smith has short leash because of good relationship between goalies and theyre both pros.

I wouldn't be so sure about that.
I think a few things will determine it.
Who is playing well going into them? (Both have played really well of late, though many seem to ignore this)
Who the opponent is and are they a heavy forecheck/dump and chase team?
Where the games start..at home or on the road.
Many factors will go into Peters decision, and arbitrarily putting odds on it now, I would say 60-40 Rittich starts.

Imagine what this forum is gonna be like if Smith starts in the game 1 and blows away the home ice advantage after all the work the Flames have put into this season. Who would want to risk that? If Rittich starts and he fails, you still have a veteran to go to and there would be no questioning that decision as Rittich was simply the better goalie throughout the season.
