By the OP points rating.
1.5 points for signing some AHL depth. 1.5
2 points for finding an affordable 1b goalie. 2 all be it a hate it or love it Goalie in the cast off Talbot.
4 points not signing any bad contracts. 4
0 points for clearing some cap scape via a trade.
-2 Not replacing Hathaway or addressing additional RW team toughness and no I do not mean an enforcer.
Total 5.5 however the Flames really have done nothing to date to the actual NHL F or D roster. So you could say it is a further work in progress.

Based on perceived off season objectives so far:
1.Sign a Goalie (check)
2. Gain cap flexibility (not check)
3. Find a top six forward (not check)
4. Sign key RFAs (not check)
5. Make room for full time young D men (not check)
2 out of 10. I find myself thinking this is very unlike Treliving. He's always avoided being handcuffed and I feel like so far he's handcuffed barring some things to happen.
Not much room at all to sign the 3 key players let alone a 4th in Mangipane.
Today is 2 out of 10. Next week could be 10 out of 10.

So far a 2 or 3 out of 10. The Flames have gotten a little bit worse IMO. Talbot is not a long term option. Lehner has now been available twice. The draft was fine, but I'm not a fan of the 1st round pick. I doubt that it's possible to get maximum value for Frolik and Brodie, that boat has probably sailed.
Still possible to get an 8/10 or so before the end of summer, depending on the contracts and trades.
But if Tkachuk or Bennett get offer sheeted, it could become a 1/10.
I'm not going to give Treliving credit for not handing out bad contracts on July 1. The only reason the Flames didn't sign anyone is because they already have cap troubles.
I'd also like to point out that I criticized Treliving's moves last year, and ended up being completely wrong about the Lindholm - Hanafin trades, plus the Bill Peters hire.

The problem Calgary has is that there are signs that the current plan, strategy and vision that looked so promising in the Regular Season has clearly shown significant weakness when it comes to pressure situations and specifically the Playoffs.
This will be unpopular because anything negative about the Flames on this website gets hostility thrown its' way, understandably, but Calgary has perhaps its' greatest challenge ahead in recent memory in the first couple months of next season. This is because fans and ownership and everybody are going to want to rightfully know; is the problem with the core of this team simply a 'Playoff' problem (which still needs tinkering and addressing, which hasn't happened yet) or is this a larger systemic problem that could threaten next season and the future of this current group / strategy / iteration?
To me the Flames are in a real box. It's not quite early enough to give up on this core but this core definitely showed they probably aren't capable of winning a Stanley Cup without 1 more core piece added to help the group dig and actually compete come playoff time. People like Justin Williams could be instrumental in that regard, but then again they may end up being more of a Neal sorta signing as well, so not without some risk.
Right now it appears the plan is to pray to god Neal, Tkachuk and Monahan improve their speed but that doesn't address the most glaring and obvious issues of compete level, tenacity, willingness and fortitude that we saw gigantic holes of in the Playoffs.
In sum, I'm not sure Treliving has a plan yet, and probably wants to see the first month or two next season before going nuclear, but I suspect that is an option he is willing to take. And if there is any GM we want at the helm for a significant core re-tooling- it is Treliving. I just don't think this summer was the time to do it, particularly given what was on the table value-wise in free agency or (seemingly) on the trade market. But, if early signs next season are that we are not showing a return to competitive hockey- it'll be potentially ugly and season-lasting. Calgary is in a real box.

Would have been nice to move Brodie and/or, to a lesser extent Stone and free up some cap space.
Talbot isn't the worst choice in the world to sign, would have preferred McBackup, but he likely wouldn't set foot in Calgary again and who could pass up playing for Tampa.

Not signing Chucky, Bennett, and Rittich... wait and see, hoping for good news.
Depth AHL signings are necessary, but nothing to get excited about.

Well, from what I can see, there is palpable relief on this forum that there was no UFA signing yesterday or today. This is in stark contrast to the excitement of the past two July’s when Brouwer and Brouwer 2.0 were signed.
I stand by my statement that MANY on this forum don’t trust this GM to make UFA signings.
I trust BT to make trades, not UFA signings and I think MANY on this forum agree with that...not that it matters.

Funny thing about that is , a lot of posters wouldnt like a UFA signing that was player specific. I.E Brouwer. Not many fans of that one. Neal was mostly positive.
I'd be most displeased if he signed Ferland back. But if he signed Nichushkkin I'd be happy to play wait and see.
It's just how things work.
Thing about UFA signings is it is super easy to bash them in hindsight.
I still trust Treliving to sign players. Not his fault the player craps the bed afterwards. Who here thought Neal would dive off a cliff? Not many that's who. Hell, not many MSM people figured that would happen. His proven history was you were buying an automatic 20 goals a season. Can't fault Treliving for that.

1. Sign two Goaltenders (1/2 check)
2. Gain cap flexibility (not check)
3. Find a top six forward (not check)
4. Sign key RFAs (not check)

6. Improve team speed (not check)
7. Improve team size and toughness (not check - went backward)
8. Recoup some lost picks to increase prospect depth (not check)
The second goaltender should come with the RFA signings, but that is not addressed yet. Our team toughness is completely destroyed with the loss of Hathaway and waiting in the signings of Tkachuk and Bennett. Team really needs a top six forward, to recoup some draft picks and needs to dump some salary. A lot of these moves are likely interconnected, but the inactivity prior to the draft kind of hurt in recapturing the draft picks. Still time for Treliving to get things done, but to this point it's been a pretty disappointing off season and he has not achieved much on the to-do list.
