Apparently if one of their minor leaguers goes to arb, they get another buyout window. I suppose they could even artificially do that (in other words, they don’t really have a disagreement by go to arb anyway to preserve the buyout right).
This is silly because it’s not like an arb decision for that player would affect their cap.

He was 29th in the whole NHL in goals at 5v5 over the last two seasons (35). The contract term remaining isn’t great but seems weird a team like Detroit wouldn’t take a flyer on him for nothing.
Even New Jersey who is looking for a winger for Hughes & Hischier...a guy that’s played with Point, Kucherov, and Stamkos, that has played in a winning culture his whole career, and who is a good 5v5 goal scorer, doesn’t fit the Bill to help your top 6 for free?

Im stunned that he cleared only because i assumed, completely incorrectly, TB had a deal with someone to claim him.
He must be boiling hot angry right now.
Mind you 5M is a lot to add to a roster right now for a lot of clubs.
I wonder if this is them forcing him to accept a trade now, if so its a pretty greasy move although i understand it.

They aren't in the market for top free agents, any space they manage to get will be to re-sign Cirelli and Cernak

Not as big as a surprise when I reflect on it a bit.
If you were not one of the 8 teams that fielded calls from Tampa about him, he didn't want to come to your team. If you claim him, you have a player with a large price tag sulking on your roster.
If you were one of the 8 teams the problem probably isn't acquisition cost. It's likely those teams couldn't just take a Johnson at his cap; either salary needed to be retained or salary needed to go the other way.
Tampa gambled and it didn't work. Considering how bad this could have, and now has, backfired and been damaging to both player and team I don't understand the gamble in the first place.

Teams have interest in Johnson, but aren’t interested in relieving cap pressure in Tampa Bay without the Lightning eating a portion of the money or including a legit sweetener to make a deal.

“Hey no name minor leaguer. We would agree to your salary ask but we really need to go to arbitration to buy out Tyler Johnson.”
The reason for the arb exception is because an arbitration ruling might put you over the cap and therefore you’d need to be able to buy out someone to be in compliance. A minor league award wouldn’t change the cap so this is a silly result.

This makes sense....but it still doesnt really explain why they waived him.
Brisebois had to know he would go unclaimed at full price with just a series of phone calls or texts to other GM's.
At this point TJ has to feel like they have made it personal. Why would he even want to stay now? Maybe he does want the buyout and then able to shop himself to select teams.

"Hey no name minor leaguer, we have a deal but we need to book an arbitration date for other reasons. As soon as the date is booked we'll get you signed as agreed"

No revenue and a flat cap. There are many players with similar contracts and production to him that have roster spots and are good players. The only reason this is happening is because Tampa is in cap hell.

5 million is too rich. But this might allow the Lightning to convince Johnson to waive his NTC for more teams, some of which might actually be interested in his services if a small bit of the cap hit is held
