Anytime a team wants to honor player, including retiring their number, they need to get the player on board. I believe in his case, he considers himself more a Blue than a Flame and thus never agreed to a number retirement.
In addition, I also believe that there could be some hard feelings he still holds towards the organization and perhaps the city.
But he is far too classy a guy ever to say any of that publicly.

Why in the hell would Al MacInnis have a grudge against the city of Calgary? Or the Flames for that matter?

I didn't say he had a grudge. I said perhaps some hard feelings.
I believe that when the Flames and Macinnis parted ways it wasn't just about the massive (at the time) offer from the Blues. I believe the org and the player had both decided it was time to part ways. And that's part of the reason he considers himself a Blue more than a Flame.
As for the rest...I would suggest any hard feelings towards the city would have been from his assault incident and how he was portrayed in the course of that story.

Are there any notable jersey number choices in Flames history?
The ones that immediately come to mind are Sergei Makarov's #42 (which is just the inverse of his Red Army #24), and Gilmour taking #39 (as #9 was obviously taken).
When Brian Burke was here there was talk about Bennett taking #39, but he eventually did switch from #63 (his training camp assigned number) to #93 which his what he wore in Kingston (because of Gilmour).
Perhaps one of the more infamous is TJ Brodie's #66 (another training camp number), which is funny because of how low key he is, and as evidenced by the fact that he picked #78 this year for no real reason (apparently he wanted to keep a 7 but otherwise didn't really care).

Odd take. Numbers have zero importance to anyone but the player. The whole “hockey numbers” stuff is dead. You’ve got goalies wearing 70, 88, players rolling around with all sorts of “WR numbers”.
The Brian Burke/Lou Lamarello argument on jersey numbers is just silly.

Utterly bizarre take IMO.
What happens if the player scores 30 one season then 29 the next? Strip his number? Do you have an issue with Mangiapane's 88?
Oh yeah, Wide Receivers are starting to use low numbers lately; lots of 10's 12's etc. It's a trend with players.

Yes it is!
The last goalie to win the Stanley Cup as a starter was Bernie Parent with the Flyers in 1976.
Skaters should be able to wear it.
