Passport is functionally the same as restrictions, it's just targetted.
Bring out the passport and say as of tomorrow, or Monday, you need to be fully vaccinated to access [insert places].
How is that different than saying "you can't access [insert places]"?
The 4-6 weeks of waiting for the passport to "work" is actually waiting for the passport to make itself redundant and not needed.

My business partner and I were just interviewed by CBC, as our internal full vaccination policy started today at our business. It seemed like they were prepping a story to go in tandem with an announcement of a vaccine passport from the government.
They packed up their equipment and left our location, and then ran back in because the reporter got a text message tip from somebody in Cabinet that they are deliberating a 2 week lockdown (even if you've implemented vaccine policies in your business) followed by passports, and they wanted our reaction to getting shut down again in case that is what happens.

I'm very much looking forward to how they spin this as "not a passport". We all know they absolutely hate that word. And they absolutely hate going back on what they said or taking the blame whatsoever. What a position they've got themselves in haha

Even a single dose begins to have a substantial affect on severe cases after about a week. If the passport gets another 5-10% of the population off their asses and into a vaccination center, the effect is going to be pretty quick.
The cases will only mount as we get closer to December. So it's not too late

Besides a lockdown, which was hinted at above, I'd say the worst way they could screw it up is to only have vaccine passports be optional business by business and severely limit which businesses are allowed to have them.
Or maybe only implementing them in Calgary and Edmonton. That would be perfect for their base. The UCP seem to enjoy punishing population centres that are critical of their policies and have high vaccination rates.

Thanks for what you two are doing by being leaders in the business community and in the province. I hope the negative reviews have finally slowed down with the antivaxxer dogs being distracted by their next squirrel.

It's for bad.
Tackling public health care by the lagging indicators is a terrible approach. This is why the US spends the most on health care of any developed nation, yet has one of the lower life expectancies.
Preventative measures such as preventative policy, easy health care access, equal access, vaccination, promotion of health and healthy lifestyles are far better investments in public health. Sitting on a pile of ICU staff waiting for the next pandemic is not an efficient uses of resources to keep the general population healthy.
Note how most other provinces are not currently having issues with their hospital capacity because they invested in preventative health policy (vaccine passports) and did a better job with education and vaccinatoins.

There needs to be some kind of story behind who has been coming up with this UCP political strategy. If they would have just calmly opened things and calmly talked about vaccine passports - they would avoid so much of this backlash.
Their current approach got the majority of the population mad at them for months and now if they reverse their current position they will anger the small minority they were appeasing and somehow I doubt that group is going to cut them some slack because they got a few extra weeks without a passport.

Exemptions for churches and Rodeos are a guarantee. And he'll shut down recreational sports/gyms regardless of vaccine passport usage.
