Because, Arizona. There are not many smart people who run for office. Most are so entrenched in hardcore conservative culture war issues it makes it impossible to have discussions about actual important issues. So when something like a politically charged item like this comes up, and could possibly help the GOP, the Arizona legislature is certain to accommodate their demands. Somebody on twitter basically said the same thing. If they did a 1-2 punch of Biden complimenting Trump on the vaccine and then Trump subsequently going on Hannity to brag about how safe it is, etc., they'd probably have people filling those clinics instantly.

And Trump does deserve some credit for Moderna. It likely doesn’t exist at the current scale without warp speed and their precommitments.
