Default Community support assistance contacts?

Hey,
Does anyone have recommendations for community support contacts? Long story short, a man clearly needing help and dealing with an array of cognitive issues was attended to by EMS and left on my driveway. A few hours later and several frustrating interactions with cabs and trying to get non-emergency assistance, I’m very frustrated about this.
There has to be a community help contact for this kind of thing, no? Or am I just not used to the big city.

211 is the number to call for a wide array of city/government based help services.

Why did EMS leave a man in that state on a driveway? That doesn't seem right.

That was my thoughts too. He was clearly I need of assistance in getting where he was going, and while not necessarily drunk, he was clearly having a mental detachment. To leave a man in such a state on a frigid night, in a neighbourhood with zero place for him, on someone’s driveway no less, really pissed me off.
Understandably so, but try convincing a cabbie to take someone in this state to anvague location to be dropped off. I don’t think it was fair to anyone involved. And 211 patches me through to the ‘drug impairment removal’ line, which was almost more frustrating.
