Boise ID or Rapid City SD would be the closest geographically to Calgary. Dallas should grab the Allen Americans, which is also close to Austin (AHL affiliate).

Almost a certainty it won't happen. Flames would have to buy an existing franchise or get an expansion team.
ECHL teams aren't worth the investment of buying for NHL clubs. They only bought the Stockton Thunder for their arena lease so they could move their AHL team into the new Pacific division and quickly divested the ECHL team.
If a player on an NHL contract is not on an ELC, players can block assignments to the ECHL per the CBA.
There are only a handful of NHL prospects that get sent to the ECHL and usually it is just a short stint.
The most useful development spot on the ECHL team is the goalie position if the organization is deep in goalie prospects. At least a goalie can get playing time if the nets are crowded in the NHL/AHL.

Keep in mind there are only 28 ECHL franchises. Not every NHL team will get a solo affiliation. Some will share or have agreements to send some prospects to other affiliated teams.

The AHL team could also just have a few spares to rotate in and out of the lineup.

Such a mixed bag of cities in this league, I don't how they make some of it work. Spotty attendance and some teams have huge travel requirements given the league's geography.

Calgary, L.A., Nashville, St. Louis, San Jose, Vancouver, and Winnipeg appear to be the teams without affiliates right now. 3 ECHL teams are also unaffiliated: Allen, Greenville, and Wichita.

Rapid City is about as in the middle of nowhere you can be. It's about the size of Lethbridge and the closest big city is Denver, which is like a 6.5 hour drive. Their airport only has year round flights to Denver, Chicago, Dallas, Minneapolis, Las Vegas, and Phoenix.
I am not sure how much roster movement there is between the AHL and ECHL usually, so it might not matter much. I am just surprised that an ECHL team can survive there. Not exactly a wealthy city either.

Just the AHL taxi squad/scrubs. Maybe the occasional ELC kid needing ice time for a bit.
