Disagree. Barry O eventually became "The Zodiac" in Stampede Wrestling (manager of Jason the Terrible). And that gimmick was good. E = NG. Therefore, never these twain shall meet.
Moving on...
St. Louis is probably Kofi Kingston. Solid and consistent, always reliable, waiting in the wings until finally winning a championship, as a one-off.
Minnesota is Steve Blackman. Will deliver an unexpected victory here and there, but mostly bland and you turn the channel when they're on (Footnote: I blame WWF for Blackman's run--he was rad in Stampede.)
Anaheim is that arrogant heel you love to hate, the one who cheats his way to constant relevance and titles. And not in a good way either--you don't want this guy to "turn good": you want to hate them forever. They don't get "good heat" either--people legit hate them. I'd say "Hollywood" Hogan in WCW qualifies here...(but am open to other suggestions).
Vegas is comparable to early-'80s to early 2000s WWF. Acquire good talent from all other promotions (through legit means or otherwise) and rocket to nationwide prominence. Still takes some time before total victory is achieved. In the meantime, as things start to decline, sign as much high-priced talent as possible.
