Depends on the NTC condition. It's possible that he submits a yearly 8 team trade list, and therefore he wouldn't need to be approached at all about a trade and his agent would be left in the dark.
If he is the type that needs to produce an 8 team trade list when requested, and hasn't been requested, than it makes a lot more sense for the agent to believe he is staying put.

According to Cap Friendly, he has a full NMC, so they would need to contact him to approve any potential trade.

It's Lucic, not Hamilton. One is a highly coveted and easily movable player, while the other is a roster anchor that will never be tradable.

I guess I'm not a hardcore hockey guy. How would he know what the Buffalo execs look like? I mean, I get following rosters and players - but it isnt like I would be in the Airport and think 'gee, that guy looks like The Sabres accountant from the 3rd floor'.

Well, you have to admit that there are scenarios where recognizing them is reasonable. Maybe he just saw pictures (given there was a draft a few days ago), maybe they're memorable looking enough to be easily recognized.
You're asking as if all management should be recognized, but it's much simpler than that
