There is a way to use an option to do the first one you mentioned, but it seems to have the side effect of not accepting ones without the time option.. so any bbcodes without the "=time" won't work.
That's unfortunate. I am looking at another alternative for embedding tweets and if it works I would imagine it would work for YouTube as well.

Just noticed that start/end timestamps work on embedded youtube videos in a desktop browser. Syntax appears to be to append &start=<timestamp>&end=<timestamp> to the video identifier.

Unfortunately, it seems to screw up the link in Tapatalk. In Tapatalk, only a hyperlink appears. Clicking it browses to <videolink>/?start=<timestamp>&end=<timestamp> without the http://youtube.com/ prefix. So in the above example, tapatalk tries to redirect to http://h-s2Vfsu0nU/&start=183&end=429
