Does this actually have a chance to go through now? Thought it would be stuck in purgatory forever. Hasn't public opinion started to shift to the approval side in the past months?

This is good timing as they've had 5 pipeline ruptures this month in the US.
People won't care though if it's NIMBY

Obama will veto it and keep finding ways to kill it until he's out of office, this is one file that he's going to leave for whoever the next president is.
He's in the lame duck phase of his presidency, none of his actions are going to go through, so he's not going to be doing any favors.

It has to be signed or returned within 10 days. If it is not it is passed.

Opening communications with Cuba
Cutting an environment deal with China

Thing is, even if he vetoes it, the Republicans will probably include it in a must pass funding bill and Obama might not have a choice.
