No one is going to tank a playoff game, for any reason. But he's right that it seems unnecessarily awkward. Why not just wait and do the lottery after 8 teams are eliminated?

So Calgary and Winnipeg will have played against each other in Regina and whatever hub city they play for in the playoffs but not in Calgary or Winnipeg.

I'm hoping the draft lottery is televised and all three picks are play-in teams just for how ####ty of a production it would be:
"The third overall pick in the 2020 draft belongs to" (Carefully opens envelope, holds up NHL logo placeholder)"....mystery team."
"The second overall pick in the 2020 draft belongs to....mystery team."
"The first overall pick in the 2020 draft belongs to....mystery team."

This is what appears to be the CURRENT BEST CASE SCENARIO
timetable to get a sense of when the league would like to have
all this happen.
This is NOT my prediction of what I think will happen or anything
remotely close to locked in stone. This is just based on the information available on May 27 and what Bettman laid out in his recent comments.
June 10-15 : Hub cities are chosen and announced
June 15: Teams can begin informal workouts
July 1 - July 14: Two week training camps open
July 15 - July 21: One week for (2) exhibition games per team
July 22 - August 1: 11 days for Best-of-5 Qualifying rounds
August 3 - August 17 : 15 days for “Round of 16”
August 19 - August 31 : 15 Days for Round of 8
September 2 - September 16 - 15 Days for Round of 4
September 18 - October 1 - 15 Days for Stanley Cup Finals

The NHL wants to put something in front of fans and the media ASAP so the sport doesn’t completely fall off the radar. They’re worried about casual fans drifting away and never coming back.

I think this also means it's safe to assume that the Stanley Cup will be awarded in late summer early fall for 2021 and possibly 2022. Seems like the league knows that the summer months are the safest time to get the tournament done.

I imagine that if the Flames were to be avoided any sort of compensation it would be in the form of a mid round compensatory pick and not the Oilers 3rd round pick.

Specifically...i dont believe so, but yesterday it was made pretty clear that all stats are frozen in place for the year, so unlikely there will be a pick awarded.

I'm not sure casual fans have an interest in watching a needlessly complicated draft lottery... in fact I kind of doubt it'll even be broadcast in the USA. I suspect most casual fans won't even realize it's happening until it's over.
And then you have the fact that once people are invested, they could broadcast the whole thing in between games or in an intermission like usual, and get a ton of people watching, so there's an opportunity cost.
The draft lottery isn't even slightly interesting if you already know who has the top 3 spots. It's barely interesting anyway, but there's a bit of suspense about those top 3 picks I guess.

I feel like if the NFL opens to fans as they are planning to in September, rounds 3 and 4 might end up being available to some fans (or maybe just the Finals). I feel like the NHL has that in their back pocket as an idea or hope.
Regarding the bracket system, it probably has less meaning when you consider how the round robin between the top four teams will determine their positioning and not their regular season performance.

Don't see why these conditions can't be modified to be prorated.
Oilers played 71 games. Flames played 70.
Neal needed 21 goals in 82 games. Which equals needing 18 in 71. He hit 19.
Lucic needed to score at least 10 fewer goals over 82 games. He had 8 in 70 games. Prorated he would have hit 9 in 82.
Conditions met.
